Requests the Hawaii Restaurant Association to conduct a survey measuring interest among Hawaii restaurants in allowing dogs into their establishments

Asks the Association to recommend guidelines that should apply to restaurants if dogs were permitted, addressing food safety and health concerns

Requires the Hawaii Restaurant Association to submit a report of findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes

Notes that 58% of Oahu households own pets, over 90% of pet owners consider pets family members, and some U.S. and European jurisdictions already allow dogs in restaurants

Directs certified copies be sent to the Director of Health, Hawaii Restaurant Association, and Hawaiian Humane Society
