Requests the State Auditor to convene a working group to examine the status and progress of the Honolulu rail transit project.

Working group membership includes the Auditor (as chairperson), representatives from the Governor's Office, Director of Finance, Director of Transportation, President of the Senate, Speaker of the House, Chairperson of the Council on Revenues, and one representative from each county appointed by their respective mayors.

Directs the working group to examine current funding sources for the rail system and evaluate alternative funding options instead of extending, making permanent, or increasing the existing one-half percent general excise tax surcharge.

Requires the working group to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 regular session convenes.
