Requests the Hawaii Public Housing Authority, in consultation with the University of Hawaii at Manoa Department of Urban and Regional Planning, to develop policies for equitable geographic distribution of affordable housing units on Oahu.

Directs the Authority to develop a schedule prioritizing construction of affordable housing in neighborhoods with low or minimal concentrations of affordable housing over areas with high concentrations.

Requests a moratorium on further construction of affordable housing units in downtown Honolulu until the Legislature enacts a policy for equitable distribution.

Notes that Hawaii faces a historic affordable housing crisis with at least 50,000 units needed through 2016, and that current projects like Mayor Wright Homes expansion and Kalihi-Palama development will further concentrate units in downtown Honolulu.

Requires the Hawaii Public Housing Authority to submit a report of actions taken, findings, and recommendations to the Legislature no later than 20 days before the 2016 Regular Session.
