Notes that nearly 100,000 Philippine Commonwealth Army soldiers fought alongside U.S. and Allied forces during World War II, suffering significant casualties including the Bataan Death March and years of captivity.

States that Hawaii's Legislature enacted a law in 2003 requiring the Office of Veterans' Services to pay up to $2,500 for such transport and services, but funding has not been provided.

References that the U.S. enacted legislation in the early 2000s requiring the Veterans Administration to pay full burial benefits to survivors, but this did not cover transport to or services in the Philippines.

Directs that certified copies be sent to the President, Speaker of the House, Senate President, Hawaii's Congressional delegation, and the Director of the Office of Veterans' Services.
