Request the Department of Health to establish an umbilical cord blood awareness campaign providing standardized, objective information to expectant parents in Hawaii.

Campaign must include information on what umbilical cord blood is, the value of stem cells, collection methods, and preservation options (public banking, private banking, directed donation, and research donation).

Campaign should educate parents on differences between public and private umbilical cord blood banking, current and future medical uses, and resources for banking information.

Department of Health must submit a report on campaign establishment actions, findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session.
