Request Department of Transportation conduct traffic study on Kahekili Highway from Likelike Highway intersection to Kamehameha Highway to address rush-hour congestion on Oahu's windward side.

Study must identify causes of congestion and evaluate solutions including highway widening, public transportation express routes for University of Hawaii students, and contraflow lanes.

Department of Transportation required to schedule and hold community informational briefings during the study process.

Department must submit findings, recommendations, proposed legislation, and actions taken to the Legislature no later than twenty days before the 2016 Regular Session convening.

Certified copies to be transmitted to the Director of Transportation and Director of Department of Transportation Services of the City and County of Honolulu.
