Request the State Auditor to conduct a financial and management audit of the Plant Quarantine Branch of the Department of Agriculture

Audit must include evaluation of the current state of the Plant Quarantine Branch and recommendations on resources needed to fulfill its responsibilities under chapter 150A, Hawaii Revised Statutes

Audit must evaluate a proposal to move either part or all functions of the Plant Quarantine Branch to the Department of Transportation

Auditor must submit findings, recommendations, and any proposed legislation to the Governor and Legislature no later than twenty days before the 2016 Regular Session convenes

Resolution addresses concerns about the Department of Agriculture's lack of transparency, slow inspector hiring, and biosecurity program implementation
