Encourages the United States, People's Republic of China, Japan, and Taiwan to pursue a diplomatic, collaborative, and peaceful resolution to the territorial dispute over islands in the East China Sea (known as Senkaku Islands by Japan, Diaoyu Islands by China, and Tiaoyutai Islands by Taiwan).

Requests all four countries to examine long-term mutual economic benefits rather than pursuing short-term political gains through contested sovereignty claims over the disputed islands.

Endorses the East China Sea Peace Initiative proposed by Republic of China President Ma Ying-jeou, which calls for parties to refrain from antagonistic actions, maintain dialogue, observe international law, establish a code of conduct, and create mechanisms for cooperative resource exploration and development.

Directs transmission of certified copies of the resolution to the President of the United States, U.S. Senate Majority Leader, U.S. House Speaker, and the leaders of China, Japan, and Taiwan.
