Request the Broadband Assistance Advisory Council to create a master plan for universal high speed broadband access in resort areas and other areas of importance throughout Hawaii, including Honolulu International Airport and Hawaii public schools.

Council must develop specific strategies for establishing broadband access in Waikiki, resort areas, Kaanapali (Maui), Kohala (Hawaii), Hanalei (Kauai), Honolulu International Airport, and Hawaii public schools.

Council must identify best practices to establish a database tracking current and prospective broadband deployment projects.

Expand Council membership to include representatives from the Director of Business, Economic Development, and Tourism, Hawaii Tourism Authority, Department of Budget and Finance, County Mayors' offices, a nonprofit representing Hawaii's hotel industry, and Hawaiian Electric Company.

Council must submit written findings and recommendations, including any proposed legislation, to the Legislature no later than 20 days before the 2016 Regular Session convenes.
