Requests the Department of Transportation, in partnership with the Department of Accounting and General Services and University of Hawaii, to establish a traffic mitigation plan for the Ewa Region of Oahu

Identifies traffic congestion between metro Honolulu and the Ewa area as a particular problem, with average commute times to downtown Honolulu of at least 75 minutes and some commuters spending up to 90 minutes regularly

Notes that traffic is funneled onto major arterials with insufficient capacity along Fort Weaver Road to the H-1 interchange and from there to downtown Honolulu

Cites economic forecasts predicting over 67,000 new jobs in the Ewa market over the next decade and a half, which could worsen existing congestion problems

Requires certified copies of the resolution be transmitted to the Director of Transportation, the State Comptroller, and President of the University of Hawaii
