State Department of Transportation requested to convene a Hawaii Drone Policy Task Force to develop a statewide policy for unmanned aircraft systems that balances privacy protection with commercial and public applications.

Task Force composition includes the Directors of Transportation (Chair), Business/Economic Development/Tourism, Commerce/Consumer Affairs, the Adjutant General, Attorney General, and at least one resident from each county with aviation, privacy law, or civil liberties expertise.

Task Force required to submit findings and recommendations to the Legislature no later than twenty days before the 2016 Regular Session convening.

Report must analyze Federal Aviation Administration regulations and guidance, the November 7, 2013 UAS integration roadmap, and provide written recommendations for comprehensive state policy on unmanned aircraft.

Report should include recommendations for proposed legislation to address drone use for applications including emergency search and rescue, agriculture, infrastructure monitoring, and aerial surveys while protecting privacy and public safety.
