Requests the Department of Business, Economic Development, and Tourism to prioritize development of Kapolei as a job center and Oahu's "Secondary Urban Center"

Directs the department to set goals, develop strategy, and create an implementation plan to steer economic development, jobs, housing, emerging industries, and education to Kapolei

Requests the department to work with businesses and business groups, such as the Kapolei Chamber of Commerce, to develop a program of incentives encouraging companies to locate or relocate to Kapolei

Requires that incentives be available to any business meeting established criteria, regardless of industry, developed in cooperation with local business groups

Addresses traffic congestion in Honolulu (designated the most congested metropolitan area in the United States in 2014) by promoting job growth in West Oahu to reduce commuting distances
