Legislature supports the concept of the Rainbow Stop Pilot Project, which would create state-approved rainbow viewing locations throughout Hawaii for safe viewing and photography of rainbows.

Rainbow Stops would function as scenic viewpoints where residents and tourists can safely pull over on roadside areas to view and photograph Hawaii's natural rainbows.

Rainbow Stop locations would be programmed into global positioning systems (GPS) to enable tourists and residents to easily find and access designated viewing areas.

Legislature recognizes Hawaii as the "Rainbow State" with frequent rainbow occurrences due to abundant rain showers combined with sunshine, and aims to promote Hawaii's rainbows internationally through safe viewing opportunities.

Certified copies of the resolution are to be transmitted to the Chairperson of the Board of Land and Natural Resources, the Chairperson of the Hawaii Tourism Authority, and the Administrator of the Division of State Parks.
