Urges the Department of Land and Natural Resources, Department of Health, and City and County of Honolulu to expedite construction for expansion and improvement of replacement wash-down stations at Maunalua Bay in Hawaii Kai, Oahu.

Notes that the relocated wash-down stations can only accommodate three boats (typically two at a time), lack proper lighting, are located in high vehicle traffic areas, and create safety hazards compared to the original four-station configuration.

Identifies that expansion is hindered by some proposed expansion land being owned by the City and County of Honolulu, and requires Department of Health water quality certification under federal Clean Water Act section 401(a)(1).

Addresses delays in Department of Health certification processes, noting responses often take more than two years despite a one-year rule requirement, causing costly delays to both government and private applicants.

Requires transmission of certified copies of the resolution to the Chairperson of the Board of Land and Natural Resources, Director of Health, and Mayor and Council Chairperson of the City and County of Honolulu.
