Requests the State Auditor to conduct a review of the impact on Compact of Free Association (COFA) migrants in Hawaii resulting from the termination of Medicaid coverage effective March 1, 2015, and their transfer to the Hawaii Health Connector for fiscal years 2015-2016 and 2016-2017.

Requires the auditor to analyze cost implications including increased utilization of emergency room services, emergency medical services, dialysis, and other higher-level medical and behavioral health services due to loss of full Medicaid coverage.

Directs the auditor to investigate increases in mortality and morbidity from delayed treatment and barriers to timely care, and determine costs of uncompensated care to community health centers, hospitals, and other treatment facilities.

Instructs the auditor to identify financing mechanisms to cover premiums and copays for Medicaid-ineligible noncitizens, including redirecting a portion of the estimated $27,000,000 in annual state savings or utilizing federal Compact Impact funding.

Requires the auditor to submit findings and recommendations to the Legislature no later than twenty days before the 2017 Regular Session convening.
