Requests the State Procurement Administrator to collect detailed information on all 21 individual procurement jurisdictions within Hawaii's decentralized state procurement system.

Requires data on staffing levels including current positions, job titles, vacant positions, and recruitment status for each procurement jurisdiction.

Mandates collection of information on contract workload including average annual number of contracts and current oversight requirements for each jurisdiction.

Directs the State Procurement Administrator to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes.

Requires certified copies be transmitted to the Governor and State Procurement Administrator.
