Request University of Hawaii at Manoa administration to convene a working group to examine shifting class and work schedules 60 to 90 minutes later in the day to reduce traffic congestion.

Working group must include representatives from Associated Students of UH Manoa, University of Hawaii Professional Assembly, Hawaii Government Employees Association, state Department of Transportation, and City and County of Honolulu Department of Transportation Services.

Working group must identify any adverse impacts of schedule shifts on the UH Manoa and broader community and determine whether benefits outweigh negative effects.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the start of the 2016 Regular Session.

Certified copies of the resolution must be transmitted to the UH Manoa Chancellor, state and city transportation directors, and leaders of student and employee organizations.
