Requests the Workforce Development Council to study the effectiveness of current incentives for hiring individuals with disabilities, including federal and state tax incentives.

Council must consult with the Department of Human Services, Department of Taxation, State Rehabilitation Council, and other relevant agencies or stakeholders during the study.

Council must determine whether current incentives adequately cover employer costs for hiring individuals with disabilities, which include specialized training, scheduling coordination, facility improvements, and work assistants.

If incentives are adequate, identify methods to increase employer awareness; if inadequate, identify methods to improve the current incentive system.

Council must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the start of the 2016 Regular Session.
