Request the Legislative Reference Bureau to study and recommend an effective framework for annual managerial audits of the Public Utilities Commission and its utility companies.

Require the Public Utilities Commission to include a managerial audit in its annual report beginning January 1, 2017.

Direct the assessment framework to evaluate residential permit delays related to staffing, length of time dockets remain open without action, and employee stabilization and transition policies.

Require the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convening.
