Notes that the H-POWER Plant in Campbell Industrial Park processes over 600,000 tons of waste annually, with incineration reducing volume by 90 percent but leaving ash residue requiring landfill storage.

References international examples from Denmark, Germany, and the Netherlands that have successfully used municipal solid waste ash for road construction as base or fill material.

Requests the Department of Transportation to submit findings and recommendations on practical uses of municipal solid waste ash to the Legislature no later than 20 days before the 2016 Regular Session convening.

Directs transmission of certified copies to directors of the state Department of Transportation, Department of Health, and county public works departments in Honolulu, Maui, Hawaii County, and Kauai.
