Request the Department of Accounting and General Services to consult with the Department of Transportation to determine the cost of constructing an overpass over the H-1 freeway between Nuuanu Stream and Queen Emma Street.

The proposed overpass would serve dual purposes: reducing traffic noise pollution for nearby residents and providing green space or community park use on top of the structure.

Acknowledge that excessive traffic noise from the H-1 freeway negatively impacts residents' ability to work, learn, rest, and sleep, and can cause mental and physical health problems.

Require the Department of Accounting and General Services to submit findings and recommendations to the Legislature no later than twenty days before the 2016 Regular Session convenes.

Direct transmission of certified copies to the Comptroller and Director of Transportation.
