Strongly opposes the United States Army's 2020 Force Structure Realignment proposal to eliminate 16,606 active duty soldiers from Schofield Barracks and 3,786 active duty soldiers from Fort Shafter on Oahu.

States the proposed reduction would decrease Oahu's total population by 5 percent and reduce populations in communities surrounding Schofield Barracks (Mililani, Wahiawa, Waialua, and Kunia) by 38 percent due to loss of approximately 30,000 civilian family members.

Identifies estimated economic impacts including loss of 20,000 jobs, $1,350,000,000 in payroll loss, $400,000,000 in military construction funding loss, and $9,200,000 in general excise tax revenue loss.

Argues the force reduction undermines the U.S. military's Pacific Pathways strategy and weakens American military presence in the Pacific region amid threats from North Korea and China's military growth.

Directs certified copies be transmitted to the U.S. Army Environmental Command, commanding generals, Hawaii's congressional delegation, Governor, state and local officials, and business organizations.
