Requests the Office of Hawaiian Affairs to submit a transitional plan for creating a Native Hawaiian sovereign government to the Legislature, including plans for transferring all assets and resources to the political entity.

Requests the Office of Hawaiian Affairs to contract with an independent third party for a forensic audit to be submitted to the Legislature no later than twenty days before the 2016 Regular Session convenes.

Requests the State Auditor to conduct a study on the financial responsibilities of the State of Hawaii concerning the creation of a Native Hawaiian sovereign government, with findings due twenty days before the 2016 Regular Session.

Requests the Hawaii Legislative Reference Bureau to survey state laws regarding the Office of Hawaiian Affairs and Hawaiian self-governance to determine what statutes need modification or repeal in light of the transitional plan, with recommendations due twenty days before the 2016 Regular Session.
