Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement covering 4,539 square feet of state submerged lands at Waimanalo, Koolaupoko, Oahu for use, maintenance, and repair of an existing seawall and steps.

Covers property identified as Tax Map Key Number (1)4-1-002:007, owned by the Eve G. Anderson Trust.

Seawall was constructed during the 1930s, predating the establishment of the Conservation District in 1964, and was approved by the Board of Harbor Commissioners on January 23, 1931.

Owner agreed to pay a one-time fair market value payment determined by independent appraisal and subject to approval by the Board of Land and Natural Resources Chairperson as consideration for the easement.

Requires prior approval of the Governor and legislative authorization by concurrent resolution under Hawaii Revised Statutes section 171-53 for disposition of state submerged lands.
