Applies to the United States Congress to call a constitutional convention under Article V of the U.S. Constitution for the sole purpose of proposing an amendment to overturn the Supreme Court's Citizens United v. Federal Election Commission decision regarding corporate independent expenditures.

Seeks a constitutional amendment that would limit corporate personhood for purposes of campaign finance and political speech.

Declares that money does not constitute speech and may be legislatively limited.

Constitutes a continuing application to call a constitutional convention until at least two-thirds of state legislatures apply for the same purpose.

Specifies the convention shall be limited and does not authorize Congress to call a convention for any other purpose.
