Requests the State Auditor to conduct an audit of all child custody proceedings involving alleged family violence by a parent heard by Family Courts from January 1, 2004, through December 31, 2009.

Directs the audit to assess the use and application of Hawaii Revised Statutes section 571-46(a)(9)-(14), which addresses family violence in child custody disputes.

Requires the Auditor to submit a report with findings and recommendations to the Legislature no later than twenty days before the convening of the Regular Session of 2016.

Addresses concerns that Family Court judges may not be correctly applying or enforcing family violence statutes, potentially harming domestic violence survivors and their children in custody proceedings.

Mandates transmission of certified copies to the Chief Justice of the Supreme Court, Chief Court Administrators of each Circuit, and the State Auditor.
