Requests that the provided land be large enough to accommodate a quarter-mile drag race track and a circular track.

Cites the closure of Kalaeloa Raceway Park and the lack of a four-wheeled motorsports venue on Oahu since Hawaii Raceway Park closed in 2006.

Notes that a race track would support local businesses, generate state revenue, and serve as a gathering place for racers and tourists.

Directs certified copies be sent to the Chairperson of the Hawaiian Homes Commission and the Mayor of the City and County of Honolulu.
