Urges the U.S. President, Congress, and Department of Defense to maintain current soldier and civilian worker levels at Fort Shafter (7,431 personnel as of 2013) and Schofield Barracks (18,441 personnel as of 2013) in Hawaii.

Warns that the Army's proposed worst-case scenario reduction of 19,800 soldiers and civilian workers could result in up to 5 percent loss of Hawaii's population and $1.3 billion in reduced sales with $9.2 million in lost general excise tax revenue.

Highlights that military expenditures in Hawaii contribute $14.7 billion to the state economy and support over 102,000 jobs.

Requests that if reductions are necessary, Congress and the Department of Defense increase troop levels at other Hawaii military bases to offset losses.

Transmits copies of the resolution to the President, congressional leadership, Secretary of Defense, and Hawaii's congressional delegation and Governor.
