Authorizes the Board of Land and Natural Resources to issue a 55-year term lease and non-exclusive easement for approximately 25 square feet of state submerged lands in the Manele-Hulopoe Marine Life Conservation District on Lanai for tide pool stairs encroachment purposes.

The tide pool stairs were originally created by the International Longshore and Warehouse Union during the 1951 Lanai pineapple strike, reconstructed in 2006 with a guard rail, and qualify as a non-conforming use established prior to October 1, 1964.

Pulama Lanai (dba Lānai Resorts, LLC) provided a $250,000 security deposit and a CAD map with surveyor-prepared metes and bounds for the leased area.

The Board of Land and Natural Resources approved the easement request on June 13, 2014, subject to legislative authorization under Hawaii Revised Statutes section 171-53(c), which requires concurrent resolution approval for leasing state submerged lands and tidal waters.
