Urges state and county agencies to collaborate on issuing multi-designation special license plates to persons qualifying for more than one plate designation.

Addresses current restriction limiting special license plates in Hawaii to one designation, forcing persons like disabled veterans to choose only one plate type.

Notes that at least 45 other states allow combination veteran and disability designations or have dedicated plates for veterans with disabilities.

Identifies problem that disabled veterans cannot use disability parking privileges at airports when traveling inter-island because removable windshield placards are limited to one per person.

Directs the Director of Transportation, Disability and Communication Access Board Executive Director, Hawaii Emergency Management Agency Director, and each county finance director to collaborate on implementation.
