Urges the Director of Business, Economic Development, and Tourism to establish the Commission for Hawaii's Future to plan for potential reductions in military spending.

Addresses the Army's 2020 Force Structure Realignment proposal to eliminate 16,606 soldiers from Schofield Barracks and 3,786 soldiers from Fort Shafter, projected to cost the Hawaii economy $1,350,000,000 and $9,200,000 in general excise tax receipts.

Directs the commission to develop a business plan and recommendations for economic diversification in infrastructure, sustainable technology reindustrialization, clean energy research, social services, and other fields.

Establishes commission membership including the Director of Business, Economic Development, and Tourism as chair, plus seven state officials and representatives from financial institutions, construction trades, environmental organizations, affected communities, religious organizations, and the military.

Requires the commission to submit findings, recommendations, and proposed legislation to the Legislature by twenty days before the 2016 Regular Session convening.
