Requests the Auditor to conduct a regulatory analysis of proposed licensing and regulation of transient vacation rentals under H.B. No. 825 and S.B. No. 1237 (2015), pursuant to section 26H-6, Hawaii Revised Statutes.

Directs the Auditor to assess whether the proposed regulatory scheme is necessary to protect health, safety, or welfare of consumers and whether full licensure or other restrictions should be adopted.

Requires the Auditor to consider prior studies on vacation rentals, including data from the Hawaii Tourism Authority study that identified 22,238 individually advertised rental units in Hawaii.

Mandates the Auditor submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes.

Directs distribution of the resolution to the Auditor, Director of Taxation, Hawaii Tourism Authority leadership, and other relevant state officials.
