Urges the Division of Boating and Ocean Resources to develop individualized emergency response plans for each small boat harbor under its jurisdiction rather than using general plans for all harbors.

Acknowledges that Hawaii's small boat harbors face unique challenges during emergencies such as hurricanes, tsunamis, heavy rainfall, and waterspouts, and references the 2011 tsunami that damaged 200 boats at Keehi Small Boat Harbor.

Requires the Division of Boating and Ocean Resources to submit a report to the Legislature no later than 20 days before the 2016 Regular Session convening on the status of developing individualized emergency response plans.

Directs certified copies of the resolution be transmitted to the Chairperson of the Board of Land and Natural Resources and the Administrator of the Division of Boating and Ocean Resources.
