Requests the Department of Transportation to conduct a study on registration and permitting requirements for privately owned reconstructed vehicles.

Study must examine the historical circumstances and purpose behind limiting inspection and certification requirements for reconstructed vehicles to the City and County of Honolulu only.

Current law (chapter 286, Hawaii Revised Statutes) requires inspection and certification of reconstructed vehicles only in counties with populations exceeding 500,000, which applies only to Honolulu since 1986.

Study must recommend whether registration and permitting requirements for reconstructed vehicles should be extended to all counties in the state.

Requires the Department of Transportation to report findings and recommendations to the Legislature no later than twenty days before the 2016 Regular Session convenes.
