Requests the Governor to direct all state departments and agencies to comply fully with Section 5 of Act 178 (Session Laws of Hawaii 2006) by providing accurate and complete annual accounting of receipts from public land trust lands to the Department of Land and Natural Resources.

Requires departments and agencies to identify for each receipt: total gross amount, amount transferred to Office of Hawaiian Affairs, amount retained by the State, receiving account or fund, specific land parcel description, and receiving state department or agency.

Notes that the Department of Land and Natural Resources reported $150,939,203 in total gross receipts for fiscal year 2011-2012, but an outside accounting consultant estimated as much as $226,100,000 in public land trust revenues went unreported for that same period.

Emphasizes that accurate and complete reporting is necessary to facilitate analysis of the Office of Hawaiian Affairs' pro rata share of public land trust revenues and to fulfill the State's trust obligation to Native Hawaiians under the Hawaii Constitution.

Directs transmission of certified copies to the Governor, Attorney General, Board of Land and Natural Resources leadership, Director of Finance, all relevant state agency heads, and the Office of Hawaiian Affairs Board of Trustees.
