H.C.R. NO. 62 Summary

• Urges the Public Utilities Commission to open a docket to review and potentially amend the regulatory structure for electric utilities in response to renewable energy deployment and changing energy technologies.

• Identifies concerns that the traditional cost-of-service regulatory model, in place since the early twentieth century, may not adequately address modern challenges including renewable energy uncertainty, shrinking customer bases, and infrastructure cost recovery.

• Requests the PUC collaborate with the Division of Consumer Advocacy, electric utilities, and renewable energy representatives to determine whether amendments or a comprehensive overhaul of current regulatory structure are necessary.

• Requires the PUC Chairperson to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes.

• Directs distribution of the resolution to electric utilities, renewable energy representatives, and consumer advocacy officials for consideration and action.
