Requests the Legislative Reference Bureau to conduct a study examining the feasibility of abolishing county sewer service fees in Hawaii and incorporating those charges into real property tax assessments instead

Addresses rising sewer fees in the City and County of Honolulu, where the monthly base sewer fee increased from $65.76 to $68.39 in July 2014 and usage charges rose from $3.93 to $4.08 per 1,000 gallons

Notes that sewer fees cannot currently be deducted from federal income taxes, but property tax assessments may be eligible for federal income tax deductions

Requires the Legislative Reference Bureau to submit a report of findings and recommendations to the Legislature no later than twenty days before the convening of the 2016 Regular Session

Directs that certified copies of the resolution be transmitted to the mayors of each county and the Director of the Legislative Reference Bureau
