Requests the State Procurement Policy Board to study how costs of goods, services, and construction have escalated since 1997, considering inflation and other factors.

Notes that $25,000 in 1997 dollars had equivalent buying power to $36,735 in 2014 dollars due to inflation alone.

Requests recommendations on additional safeguards needed with any dollar threshold increase, such as requiring purchasing agencies to report itemized lists of exempt small purchases annually.

Requires the State Procurement Policy Board to submit findings and recommendations to the Legislature no later than twenty days before the 2016 Regular Session begins.
