Requests the Director of Health to develop and implement a collaborative approach with the U.S. Navy to address fuel leakage from the Navy's Red Hill Underground Fuel Storage Facility near Pearl Harbor.

References a January 24, 2014 fuel leak from Storage Tank No. 5 that released up to 27,000 gallons of jet fuel.

Emphasizes a "good neighbor" policy based on open dialogue and mutual respect between the State, U.S. Navy, and City and County of Honolulu to resolve issues affecting residents, military personnel, visitors, and national security.

Requires the Director of Health to submit findings, recommendations, and proposed legislation (if any) to the Legislature no later than 20 days before the 2016 Regular Session.

Directs certified copies of the resolution be sent to the Commander of the U.S. Pacific Fleet, Commander of the U.S. Pacific Command, and the Director of Health.
