Authorizes Governor David Ige to establish a state-province affiliation between Hawaii and the Province of Bohol in the Republic of the Philippines.

Affirms Hawaii's interest in expanding international ties and promoting goodwill with Asian and Pacific countries, building on existing sister-state relationships with Philippine provinces (Cebu, Ilocos Norte, Ilocos Sur, and Pangasinan).

Identifies Bohol as the 10th largest Philippine island and major agricultural producer of rice, corn, and coconut, with significant tourism industries including Chocolate Hills and Philippine Tarsier attractions.

Requires the Governor to keep the Legislature informed of the affiliation process and afford Bohol the privileges and honors extended to Hawaii's sister states and provinces.

Establishes June 30, 2016 deadline for the affiliation to demonstrate sustainable mutual economic benefits through local community support, or the affiliation shall be withdrawn.
