Requests the Aha Moku Advisory Committee to engage stakeholders and develop rules for its operation and administration, with assistance from the Department of Land and Natural Resources, Office of Hawaiian Affairs, and Association of Hawaiian Civic Clubs.

Reflects legislative intent that the committee maintain independence from state government while advising on Hawaiian traditions, values, and practices, as authorized under Act 288, Session Laws of Hawaii 2012.

Requires the Aha Moku Advisory Committee to report back to the Legislature no later than twenty days before the Regular Session of 2016 regarding the development and adoption of rules.

Directs certified copies of the resolution be sent to the Chair of the Aha Moku Advisory Committee, Chairperson of the Board of Land and Natural Resources, Chief Executive Officer of the Office of Hawaiian Affairs, and President of the Association of Hawaiian Civic Clubs.
