Request for the State Auditor to conduct a follow-up audit on the Department of Public Safety's contracting for prison beds and services, building on previous Report No. 10-10 from 2010.

Direct the Auditor to assess the status of recommendations for improving monitoring of contracted private prisons, including development of quality review programs and policies for documenting contract compliance issues.

Require the Auditor to update policies and procedures for fiscal monitoring, invoice approval and processing, and record retention related to private prison contracts.

Mandate the Auditor submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes.

Context: Approximately 1,600 Hawaii inmates have been housed in Arizona correctional facilities since 1995 due to in-state prison overcrowding, and prior audits found inadequate financial reporting and monitoring of contract compliance.
