Authorizes the Board of Land and Natural Resources to issue a 55-year nonexclusive easement covering approximately 288 square feet of state submerged lands in Waikiki, Honolulu (Tax Map Key: (1) 3-6-001:017) to Wilton Allen Doane, Jr., and Christina Dao Doane.

Easement permits use, maintenance, and repair of an existing pier on the property that previously operated under a revocable permit from the Board of Land and Natural Resources.

Property owners must make a one-time payment to the State based on fair market value determined by independent appraisal and approved by the Board of Land and Natural Resources Chairperson.

Requires the Department of Accounting and General Services, Survey Division to review and approve the exact square footage of state submerged lands covered by the easement.

Legislative authorization is required under Hawaii Revised Statutes section 171-53 for disposition of state submerged lands.
