Urges the Airports Division of the Department of Transportation to hold public meetings for concerned citizens before increasing rent on existing leases by more than 10 percent annually.

Requests the Airports Division explore creative solutions to accommodate current lessees facing rent increases exceeding 10 percent per year, and to offer 30-year lease terms to promote predictability and stability.

Notes that some lessees at John Rodgers Field (Kalaeloa Airport) have been notified of rent increases up to 439 percent without prior opportunity to express concerns or negotiate.

Urges the University of Hawaii to relinquish Hangar 111 at Kalaeloa Airport so general aviators can lease it, as the university no longer uses it for aviation training as originally intended.

Directs transmission of certified copies to the Director of Transportation, the Airports Division, and the University of Hawaii's President and Board of Regents Chairperson.
