Recognizes Hawaiian Nationals as an authentic population lawfully residing in the Hawaiian Islands and as the heirs and body politic of the Hawaiian Kingdom, described as a nation in continuity.

Affirms that Hawaiian Nationals are citizens of the Hawaiian Kingdom under Hawaiian Kingdom laws and international standards, distinct from Native Hawaiians, which is a U.S. Congressional term based on blood quantum.

Directs the State to uphold laws against nationality-based discrimination and instructs courts and law enforcement to cease nationality-based harassment and prosecution of Hawaiian Nationals.

Recognizes the right of Hawaiian Nationals, as an authentic body politic, to reorganize and restore their national government of, by, and for the people of the Hawaiian Islands.

Requires certified copies be sent to the Governor, Attorney General, Chief Justice, and county officials including Mayors, Police Chiefs, and Prosecuting Attorneys statewide.
