Requests the Board of Land and Natural Resources to establish small boat harbor advisory groups to advise the Division of Boating and Ocean Recreation on matters relating to state small boat harbor administration.

Specifies eight regional advisory groups: West Hawaii, East Hawaii, Maui, Kauai, North and West shores of Oahu, South shore of Oahu, Molokai, and Lanai.

Requires each advisory group to have seven members who are small boat harbor users or possess relevant expertise, with at least four members from harbors within the region and representation from both commercial and recreational users.

Directs advisory groups to advise on administrative rules adoption, comprehensive recreational boating programs, and permit and fee development for moorage in their regions.

Authorizes advisory groups to request written responses from the Division on specific issues and allows appeals to the Board of Land and Natural Resources if responses are deemed inadequate.
