Cites Hawaii's high cost of living and the availability of mainland employment opportunities offering higher salaries in lower cost-of-living areas as reasons teachers leave the state

Directs that certified copies be transmitted to the Governor, Board of Education Chairperson, Superintendent of Education, and President of the Hawaii State Teachers Association
