H.C.R. NO. 91 - Structural Licensing Board Feasibility Study

• Requests the Auditor to conduct a feasibility study and prepare recommendations for creating a Structural Licensing Board modeled after the Board of Electricians and Plumbers.

• Directs the Auditor's report to include feasibility determination, suggested amendments to C-38 Post tensioning, C-41 Reinforcing steel, C-48 Structural steel, and C-56 Welding licenses, and cost estimates for establishing the new board.

• Requires the Auditor to consult with stakeholders including Hawaii Iron Workers Union Local 625, Hawaii Building and Construction Trades Council, Contractors License Board, Board of Electricians and Plumbers, Structural Engineers Association of Hawaii, and relevant contractors.

• Mandates the Auditor submit findings and recommendations to the Legislative Reference Bureau by November 1, 2015, and submit final report to the Legislature no later than twenty days before the 2016 Regular Session convenes.

• Addresses concerns that current contractor licensing laws are insufficient to ensure worker and public safety for structural steel installation and erection work, which is among the most dangerous jobs in the United States.
