Urges all state agencies to retrofit outdoor lighting fixtures, including street lights and outdoor athletic facilities, with energy-efficient light-emitting diode (LED) bulbs or better technology.

Exempts retrofitting in state buildings where the State is not responsible for light fixture maintenance, locations near observatories on Hawaii island where current bulbs minimize astronomy interference, and areas subject to more stringent county lighting requirements.

Identifies LED bulbs as consuming less electricity while producing equivalent light output, offering whiter light quality, and requiring less frequent replacement compared to existing low-pressure sodium bulbs.

Cites the H-1 Freeway Rehabilitation Project as a successful example that replaced yellow sodium bulbs with LED bulbs, resulting in improved illumination and reduced electricity and maintenance costs.

Requires certified copies of the resolution be sent to the Governor, Comptroller, Director of Transportation, and President of the University of Hawaii System.
