Requests the Department of Health to ensure that any land discharge of domestic wastewater exceeding 1,000 gallons per day through injection wells, seepage ponds, or seepage pits receives adequate review and permitting.

Directs the Department of Health to adopt rules under Chapter 91, Hawaii Revised Statutes, to include seepage ponds and seepage pits in the review and permit process, or alternatively to prohibit these methods altogether.

References the Kealakehe wastewater treatment plant as an example where unpermitted and unregulated wastewater discharge has occurred under current disposal methods.
